The layout decides whether it can be balanced
An old system is often a series of tees worked out on the day, where the near radiators starve the far ones and no amount of valve setting fully fixes it. A new install is laid out so flow can be set: a sensibly sized primary, branches that are short and even, and lockshields that are reachable, which sounds trivial until somebody has to balance a system with a valve under a fitted wardrobe.
